This endpoint finds a fuel surcharge schedule by name. A schedule decides which fuel surcharge table prices
an order: the fuelSurchargeScheduleId and driverPayRateFuelSurchargeScheduleId of
GET api/v1/accounts/{accountId}, and the payRateFuelSurchargeScheduleId of GET api/v1/drivers/{id}, are
schedule ids. Each schedule comes with its id, name, isDefault and fuelSurchargeTableId, its default table.
The order rules that replace that table are only returned by GET api/v1/fuelsurcharges/schedules/{id}, and
the rates by GET api/v1/fuelsurcharges/tables/{id}/fuel-surcharges/active. Requires an administrator; other
users get a 403.
