This endpoint finds the fuelPriceScheduleId to add a fuel price to, and names the fuelPricesId of a table.
Each fuel price schedule comes with its id and name only: the fuel prices themselves cannot be read. Add a
price with POST api/v1/fuelsurcharges/{fuelPriceScheduleId}/fuel-price. Requires an administrator; other
users get a 403.
